8 North Jersey Residents Among 27 Charged In State Police Child Porn Probe

Arrests made in 26 towns.

Men from eight North Jersey towns were among 27 people charged in a state police child porn investigation dubbed "Operation Watchdog," authorities said Tuesday.

The 26 men and one woman used file sharing programs on the internet to download or distribute child porn, the state police said. Among the images and videos were those with a "digital fingerprint" that were tracked as they moved across file sharing networks, authorities said.

Among those charged with possession and distribution of child pornography from North Jersey are:

  • Joshua Kane, 31, of Wayne
  • Andrew Rodriguez, 27, of Park Ridge
  • Jose A. Velasquez, 20, of Clifton
  • Joseph Marella, 42, of Passaic
  • Scott Hersh, 43, of Mount Arlington
  • David Ingoglia, 36, of Byram
  • Jeremy Gardner, 18, of Livingston
  • Charles E. Jones, 50, of Morristown

“Through aggressive, technology-driven investigations such as Operation Watchdog, we must banish the misguided notion that online viewing and sharing of child pornography is a victimless crime,” Attorney General Jeffrey S. Chiesa said. “The vulnerable children who are tortured and degraded to create these vile materials are re-victimized every time another person views the images."

One of the arrested men, Cesar Salgado-Maya, 23, of Audubon, lived in a residence connected to a day care, police said. Another, Bernard Cahill, 53, of Folsom, took pictures of himself sexually assaulting a juvenile, images that were discovered on his computer, police said.

Cahill was charged with sexual assault and manufacturing child pornography.

“Those who thought they could hide their child porn crimes in the secrecy of their homes have been exposed by the relentless work of law enforcement working together," said Colonel Rick Fuentes, Superintendent of the state police.

More than 100 law enforcement personnel from 21 agencies took part in the three-month investigation, executing search warrants in 26 towns last week.

During one of the raids, police found a 66-year-old Pennsauken man, William Brooks, downloading child porn as authorities stormed in, police said.

Three people, whose names were not released, are still being sought, police said.

“Let the word go out that those who share child pornography over the Internet are also sharing the evidence of their crimes with computer experts from law enforcement, who are patrolling the Internet to stop this tragic victimization of children,” said Stephen J. Taylor, director of the state Division of Criminal Justice.

The photos and images have been turned over to the FBI, police said.

How disgusted I am to read this. I know of one of the many working at a local, long time Allendale restaurant. I sure hope they let him go as families come in there all the time with their children. :\

Bravo, they should publish their names in each LOCAL newspaper also. Keep publishing the names of all pedophiles. The children that were engaged in sexual misconduct will be affected forever. They are the ones we should pray for.

Please dont misunderstand me, but in a way, i feel sorry for pedophiles. They keep doing it, even when they've already gone to jail. There should be some chemical way to make them permanently impotent or something.

Until we live in a police state, i think bleeding heart liberals and Tea Party conservatives can voice an opinion. No, there is no excuse for the behavior. It can't be tolerated, but there are explanations for every behavior. Picture this - some deviant is caught with kiddie porn. He's not going to be locked up for life unless he's done something physical.. Since the recidivism rate of molesters is like 99%, it means it's pretty assured that when he does get out he's going to do more harm until he's caught again. They dont seem capable of choice. What if he was told the first time - You either go to jail for having kiddie porn or you consent to being permanently impotent. The impulse is physically taken away. Sounds like a win-win to me.

I agree with Bill that chemical castration is a good punishment for child molesters. They are sick people and many claim they "cannot control themselves." So giving them a prison sentence is simply delaying them from hurting another child- which many of them will do anyway. By chemical castration, we are making a larger effort to protect our children from these monsters.

You are correct that it is not a cure-all for all sexual predators. But i think it's a step in the right direction. Women are an extremely small segment of molesters, but they too would have much less of a desire if testerone was removed from their body. I havent done a lot of research on it, but apparently in studies, it's knocked down recidivism rates by 90%. Yes, much of their issue is in their mind, but making the body dysfunctional to act on it, makes a big difference. The biggest problem with chemical castration, i think, is that it's not permanent and relies on having to take ongoing drugs. As far as it being inhumane. I've heard that argument but i can't agree with it. If i had that affliction, id rather be castrated then spend the rest of my life in and out of prison.

To the extent that i googled the subject and looked up some studies, i have an idea of what im talking about. I never claimed to be an expert of this odious topic. I also know that several countries and states in this country (CA, FL, IA and at least 7 others experimenting with it) are using chemical castration as punishment for child molesters. You and i can agree to disagree as to whether it's worth pursuing because it may or may not work for woman molesters (who are, at most, 4% of the molester population) or whether it's less humane than a life in prison.

I don't get it-- this is just disgusting! I do not understand what would possess an otherwise ordinary adult to rationalize that seeing children in sex acts is acceptable. And then there is always very little talk about the victims ---they are little innocent kids. This is so upsetting.

Tracy, my apologies. I sort of realized that after i posted. I dont get it either. The best i can think of is that pedophiles are just plain sick and they have to be stopped wherever they can be found. Even if people dont talk about the kids i think it's uppermost in people's minds. They teach kids in school to watch and speak out and parents are ever vigilant. It wasn't like that a couple of decades ago.
