Valley Hospital is expected to return to the Ridgewood Planning Board with a new expansion proposal in March after the settlement of a lawsuit a neighborhood opposition group filed against the board and hospital. In an order of dismissal dated Feb. 14, Superior Court Judge Alexander Carver III called for two planning board hearings per month – with testimony and public comments – on a new expansion proposal beginning on March 11, 2013. The three parties – the Ridgewood Planning Board, Valley Hospital and Concerned Residents of Ridgewood (CRR) – agreed to set a target for a vote on a new zoning amendment to the Master Plan before the planning board reorganizes in July. Last minute plea by Valley CEO Audrey Meyers to 'compromise' didn't sway the council, which will vote no to the ordinance next week
All five members of the Ridgewood Village Council were in agreement Tuesday – the proposed $750 million Valley Hospital "Renewal" expansion plan that has pitted resident against resident for five years is "unsound" from a zoning and planning perspective. All five plan to vote down the planning board's "H-Zone" ordinance amendment to the village's Master Plan in the form of a resolution on Nov. 29. It's decision was met with raucous applauds from one side of the room, while supporters of the "Renewal" shuffled out somberly. Can compromise be found? Grassroots group Concerned Residents of Ridgewood (CRR) says Valley Hospital's survey results – which claims there is clear majority support for the 'Renewal' expansion proposal – is nothing more than spin and manipulation. The hospital told the council and residents – against the objections of CRR – Thursday night that it attempted to reach all 8,000-plus homes in Ridgewood, ultimately conducting 3,468 surveys that the hospital claims demonstrate 62 percent support in favor of the expansion, 18 percent against it and 20 percent undecided. The Ridgewood Village Council spent much of the most recent Valley Hospital expansion hearing questioning the planning board's medical planning expert over the community's say during the process as well as the classification of inpatient and outpatient services. Medical planing expert Raymond Skorupa concluded Thursday night that Valley "was lagging behind" other hospitals, which he speculated was because of a lack of residential support.
